Sheriff Victor Shoupe is a major character in Outer Banks. He is portrayed by Cullen Moss.

Throughout the Series[]

Season 1[]

For most of Season 1, Shoupe was a deputy. He was the one to talk with Topper and Cynthia Thornton, and he was also the one to arrest JJ.

Shoupe was the one that Ward called when Peterkin was dying, and Shoupe was visibly upset when she was dying.

Shoupe was there during the manhunt of John B, and he is the one that told the Pogues that John B and Sarah were most likely dead.

Season 2[]

During the beginning of season 2, the Pogues spent their time trying to convince Shoupe that John B was innocent. Shoupe was also there to arrest John B when he was spotted back in the obx with Kelce.

In episode 6, Shoupe started plotting Ward's arrest. When Ward faked his own death, Shoupe was there and tried to talk him out of it.

Kiara and JJ steal Kie's parents' truck. They report the missing truck which is soon after found destroyed on the side of a road after Pope crashed it. Shoupe stops the group when they want to head into town with another car and takes Kie to her parents.

When the Pogues went missing at the end of season 2, he told the OBX that they were missing and he also set up a hotline.

Season 3[]

In season 3, Shoupe continues his role as the law enforcement authority in Kildare County. Following the death of Sheriff Peterkin, Shoupe was promoted from deputy to sheriff, a position he maintains throughout the third season.

Season 4[]

Shoupe is intent on maintaining order in Kildare County. He investigates the mysterious death of Wes Genrette, scrutinizing the Pogues due to their proximity to the incident. As the season progresses, Shoupe's perspective shifts. Recognizing the limitations of conventional law enforcement in addressing the complex challenges posed by individuals like Chandler Groff, he makes a pivotal decision. Understanding that the Pogues possess unique insights and capabilities, Shoupe permits them to travel to Morocco to pursue Groff, acknowledging that their unconventional methods may succeed where traditional policing cannot.

Shoupe is a medium built man, with grey-ish hair and a mustache. He is always seen in his uniform.
