The Town Council is the sixth episode of the fourth season of Outer Banks. It is the thirty-sixth episode of the series overall.
Synopsis[]
JJ learns about his past. The Pogues rally support for a zoning meeting that will decide their fate. Sarah and John B suss out a theory about the scroll.
Plot[]
JJ is shocked to learn his true parentage: he's actually the son of Chandler Groff, a wealthy man who left him in the care of Luke, a gardener. JJ struggles to believe this revelation and runs home, where he shares the inheritance story with Kiara, convinced it's another scam.
Meanwhile, John B and Cleo help Pope and Sarah escape from a stone grave. Later, the group discusses their zoning issues, realizing they need legal help. Sarah approaches Rafe, who refuses assistance but hints at inheritance money Rose is hiding.
Separately, Groff and his associate, Hollis, plot on Goat Island while the council votes to rezone without discussion. When John B's speech fails, JJ, frustrated, incites chaos in town, which escalates to looting. JJ escapes to Zeasy Realtors, and after a distraction from Pope, he heads to Groff’s mansion, where Rafe, suspicious of Groff, signs documents, unaware he's being deceived.
