Ruthie is a minor antagonist in Outer Banks introduced in Season 4. She is portrayed by Mia Challis.
She is the girlfriend of Topper Thornton.

Season 4[]
Our first look at Ruthie is at the enduro race. When Topper wins he wraps his arm around her neck which let's us know that they're together. She's seen at Topper's party when they celebrate his victory. Later on, when Topper and Rafe discuss his plan to get at the Pogues Ruthie makes a comment towards Rafe. She reminds him that Sofia, his girlfriend, is a Pogue and this makes Rafe insecure. He begins to defend himself saying that they are not together, which later puts a strain on his relationship.
While the Pogues are getting ready to leave the beach Ruthie comes up with an idea to mess with them as payback for ruining their surf day. Topper seems against the idea, wanting to make amends with the group but she persuades him. She drifts around the Pogues scaring them and it's later revealed that she had run over a turtle hatch. One turtle dies and this angers Kie who immediately walks over to the Kooks. She and Kiara argue and she seems to enjoy making her angry. When JJ threatens them she begins to ramble to Topper saying that they need to press charges and that the support of his grandfather who is a judge could be handy, but Topper simply isn't amused about the situation.
Ruthie is seen at the town council meeting where they discuss what will happen to Poguelandia. Ruthie and Topper are very amused about the fact that the Pogues will lose their property but they are completely caught off guard when JJ breaks a window and begins causing mayhem in the courthouse.
Once we see Ruthie again she is with Kelce and some other kook friends. They confront Sarah and John B wanting to know where JJ is for "trashing the whole downtown". When they try to leave, Ruthie pushes Sarah. Cleo comes and saves them by slashing the Kook's tire from the truck they arrived in but they proceed to chase the Pogues throughout town.

Topper[]
They don't seem to have a perfect relationship. Ruthie enjoys provoking people and causing trouble, which wouldn't be an issue if Topper still was his old self but he seems to not enjoy it as much as he used to. In The Swell Ruthie tells him that it's his fault that the Pogues keep messing with him and proceeds to call him weak (he's already been called this once by his mom) which makes him uncomfortable.
Personality[]
Just like many Kook's she seems to have a big hatred for Pogues. She's superficial, shallow and pretentious. She likes to cause unnecessary trouble for fun and wont hesitate to speak her mind even if it's in a negative manner.
