Cleo Anderson is one of the main characters in Outer Banks. She is portrayed by Carlacia Grant.
Cleo is confident, fearless and clever yet also playful and fun-loving. A Nassau girl and a formidable artful dodger, Cleo’s world soon collides with the The Pogues upon their arrival in the Bahamas.

Season 2[]
Cleo meets John B and Sarah Cameron on the ship to Nassau. She was a crew member on the boat for Captain Terrance. She, Captain Terrance, and his crew planned on handing John B and Sarah to the police, wanting the bounty that was on John B's head. John B and Sarah escaped the crew. But not for long, They'd soon catch up to the couple, keeping them with them. That was until Sarah Cameron promised Terrance's crew some of the Royal Merchant gold as it was in the Camerons’ Nassau estate. The heist they would perform was unfortunately unsuccessful. The cops found the gold on Terrance's ship and supposedly killed Terrance and Stubbs.
While escaping, John B and Sarah would meet Cleo again... When they hit her with a car. Cleo would help the two escape to the marina, where she showed them Ward Cameron's boat, The My Druthers Too. John B and Sarah would escape in the boat back to the Outer Banks. Not much is known about what happened to Cleo between Homecoming and The Coastal Venture. Other than the fact, Cleo got a job on the Coastal Venture. On the Coastal Venture, Cleo's life would be entangled with The Pogues once again. As she met Pope and they fought for a few minutes before they were stopped at Pope's mention of John B. Cleo would assist the Pogues on their mission to get the Cross of Santo Domingo and save Sarah. Cleo would end up on an island with John B and his crew, where she'd become an official Pogue.
Season 3[]
Cleo and the Pogues are getting by on the deserted island. They see a plane and flag down the pilot- thinking they are going to be rescued.
The group agree that he is their only chance of getting off the island so they just go along with what he says. They get on the plane. JJ asks Jimmy why he was flying in this area and he tells them it’s to fish for Wahoo. The group realize Wahoo aren’t in season and so he must be lying. They see a photo of the boat they used before in Jimmy’s bag and this confirms their fears. They fight with Jimmy and the plane crashes in the water. John B, Sarah, JJ, Pope, and Cleo swim away.
Cleo and The Pogues are desperate to find Kiara, who was separated from them after the crash. They try to find her but Carlos and his men find them first -determined to kidnap them still. They run away.
Cleo goes back to the Outer Banks. Pope introduces her to his parents.
Pope and Cleo go through Denmark Tanny’s belongings to look for answers. They find a letter to Clarice Tanny, which mentions a city of gold.
Season 4[]
Having joined the Pogues after their initial South American escapades, Cleo is welcomed into the close-knit group as they invest their shared gold in JJ’s family property to create a home and business. Though she’s relatively new to their dynamic, Cleo readily jumps into the challenges the group faces, showing her loyalty and resourcefulness, especially as their financial troubles grow. When they receive an invitation from Wes Genrette to retrieve Blackbeard’s cursed amulet, Cleo’s adventurous spirit drives her to help the Pogues secure the amulet, seeing it as a potential solution to their issues.
During the Pogues’ dive to retrieve the amulet, Cleo stands by her friends, ready to face whatever danger arises. When they’re ambushed by rival treasure hunter Lightner, Cleo’s quick thinking and bravery are evident as she helps the group escape with the amulet, though it leaves them physically battered. However, things take a dire turn when Lightner, now aware of the Pogues’ identities, kidnaps Cleo in an attempt to force them to surrender the amulet. Despite the immense pressure, Cleo refuses to give in.
Cleo’s resilience is further tested when Terrance, an associate of Lightner, intervenes during her captivity, claiming to be her ally. Though Terrance saves her life, Cleo remains cautious, torn between trusting him and protecting the Pogues. She manages to secretly alert Pope to her location, leading to her dramatic rescue by Pope, who arrives just in time to confront Lightner.
As the group dives deeper into the mystery surrounding Blackbeard’s amulet, Cleo aids the Pogues as they head to Charleston to uncover more clues. Cleo proves herself as a resourceful and steadfast ally to the Pogues, assisting in numerous escapes and confrontations, including stealing disguises and holding off mercenaries alongside Pope. Her unwavering loyalty to the group is evident as she helps navigate through the storm and desert challenges. Cleo’s bond with Pope grows stronger, as they often work in tandem, but JJ’s death leaves her shaken.

Cleo and Pope met on Coastal Adventure in the second season. At first, she pointed the knife at him and they had a fight until Pope mentions John B and Sarah, who Cleo already knew from when they were in Barbados. Pope brings Cleo to John B and Sarah and she decides to help them get the Cross. Cleo helped Pope and they jumped on the water to get on the ship with John B and Sarah. She gets stranded on the island with them and becomes an official Pogue.
In the third season, Pope and Cleo become close friends. He talks to her about the scolarship and they even light up a fire to get the attention of the plane that rescues them. During their trip to the OBX, they create the "No-Love Club" after Cleo cheers Pope up because of Kiara. When they arrive to Kildare, Pope asks his parents to let Cleo move in with them because she helped them and she doesn't have a place to stay. Pope's parents agree and Cleo develops a great relationship with them. When Pope walks Cleo into her room she tells him that she never had her own room and he tells her that now she does. When he leaves, she lies on the bed and says "Thank you, Pope" with a smile on her face. During the season, Cleo is the person that is there for Pope the most. They lie to a police officer and pretend to be a couple who wants to run away to get married so they can steal the cross from the train. When he thinks of shooting Rafe because he melted the Cross, Cleo is the one that puts talks to him and stops him. He has a breakdown and cries in her arms. They later walk home together and Cleo looks at him smiling while she goes into her room. Pope also smiles when he turns back. Cleo is the one that convinces Pope's parents to let them go to South America. In the final episode of the third season, Cleo tells him that all her life the only thing she ever thought about was surviving but during those months with him, she felt her life could be different. She says that she wants to quit the No-Love Club and kisses him on the cheek. He smiles at her and they share a kiss. In the last scene, they are seen holding hands and smiling at each other.

Cleo, Sarah and John B started out as enemies, with Cleo trying to turn them in to the Nassau Police, but they later became allies when they, along with Terrance and Stubby, attempted to steal the gold from Sarah's family, twice. They then became friends and Cleo helped the two of them escape Nassau. [1] [2] [3]
The Pogues later ran into Cleo on the coastal venture ship in the season 2 finale, and she helped the group save Sarah, and she attempted to help them steal the cross of santo domingo back, but they failed. She is now stranded on an island with the pogues, and she is an official pogue.[4]
Sarah, John B and Cleo haven't known each other for very long, but they trust each other and worry about each other when one of them is in peril. When Sarah was shot, Cleo was scared for Sarah's life, and when she found out that Sarah survived, she was very happy. [3]
